What does a web host actually do?
A host keeps your site’s files on a machine that stays switched on and reachable, then hands those files to anyone who types your address. It also runs the software the site depends on, such as PHP and a database, patches that software, and takes backups. You supply the website. The host supplies the machine and the plumbing around it.
How much should an Australian small business expect to pay?

What separates a cheap plan from an expensive one?
Resources and isolation, mostly, rather than features. Budget shared plans put many accounts on one machine and let them compete for processor time and memory.
